- Round Table to Improve Architectural and Construction Design System

The round table “About Legal Act Draft Concept Regarding Requirements to Structure and Contents of Feasibility Study on Investments for Capital Construction” was held on November 10, 2016 in the Russian Union of Industrialists and Entrepreneurs. The round table discussed that the architectural and construction design system needs to be improved including design staging. The view was consistently expressed that it is necessary to return such a stage as feasibility study of investments to designing process.

The capital construction investment decision making plan approved by Deputy Chairman of the Government of the RF D.N. Kozak on August 31, 2016 No 6495п-П9 stipulated to prepare a set of legal documents required to create a juridical base for regulation of feasibility study of investments stages.

The improvement of the architectural and construction design system affects the interests of architectures and civil designers and is one of the priority goals of the National Association of Designers and Surveyors (NOPRIZ).

The round table was attended by representatives of interested federal government authorities, as well as representatives of other government and non-government organizations, a wide range of representatives of the community of builders. Deputy Head of Technical Department Boris Vinogradov who is also a member of Technological Design and Transport Structure Committee of NOPRIZ, attended the round table from the side of FSUE “Aeroproject”.

The round table considered approaches to the development of legal documents to introduce the new stage, feasibility study of investments, in the architectural and construction system.

Based on the discussion, the following decisions were made:

·to approve in essence the main approaches stated in the concepts of legal documents on the approval of requirements to structure and contents of the feasibility study of investments to capital construction (reconstruction) prepared by JSC “Metrogiprotrans”, Association “Engineer-Designer”, PE Zhuraflev S.A., LLC “Isidiel”;

·to recommend that NOPRIZ should consider the issue of choice of a creativity competition meaning the need for accounting all acceptable decisions when developing the draft standard act within the design concept considered by the round table;

·to support the initiative of JSC “Metrogiprotrans” to develop without compensation a self-standing feasibility study of investments draft concept for metro engineering objects;

·to submit the round table materials (resolution, draft concepts) to the Office of Deputy Chairman of the Government of the RF D.N. Kozak, Minstroy and MEDT of Russia for information and further common discussion with the professional fraternity;

·to recommend that NOPRIZ should conduct the approval procedure with the Minstroy and MEDT of Russia for the finalized document;

·to recommend that NOPRIZ should discuss the draft regulatory legal act that approves the requirements to the structure and contents of the feasibility study of investments in construction (reconstruction) of capital objects;

·to recommend that the round table attendees should to post the materials on their websites.
